MANAGEMENT SYSTEM OF MODERN RUSSIA
It should be said that the current management model of Russia is hopelessly outdated. We do not use the generally accepted methods of project management in the Western world, our state is still bureaucratized and regulated and therefore in manual mode. Missing “stick and carrot.” In general, we still live in a system of government – a mixture of bureaucracy and authoritarianism in the absence of initiative and clear responsibility.
It should be said that our country has not been able and cannot yet get rid of the management system, which is based on the manual management of a dozen large, raw materials, companies. We cannot grow from the inside, we are completely dependent on external factors, for example, on the price of oil.
Today the economic policy of the state is focused, as it was in USSR, on the main task – to protect the interests of the federal and regional nomenclature even at the cost of stagnating the economy.
The main anchors that hinder our development are bureaucracy, nomenclature power and corruption. And today it will not be possible to single out and reform these components separately, they organically spliced into a single, consolidated, unbroken monolith. With the modernization of this phenomenon we have been fighting for several centuries.
The issue of bureaucracy and corruption is systemic and must pass a significant period of time before a new generation grows, both of the population and officials free from this infection.
But the most important thing we must do today is to transfer the country from manual to project management with appropriately organized planning and control. State projects should be implemented on the basis of programs with clearly defined targets, roadmaps, budgets and responsible project managers. It is necessary to re-create an accounting and control planning system in each state institution, transfer officials to the project management method.
